Coordination of the Quantum Memorandum passes from LVRTC to the Centre for Quantum Excellence and Competence of Latvia

Starting in 2027, the work of the Memorandum of Understanding “On the Development of Quantum Technologies in Latvia” will be led by the University of Latvia’s Centre for Quantum Excellence and Competence of Latvia (hereinafter – LKIKC). At this year’s closing meeting of the memorandum partners, Latvia State radio and television center (hereinafter – LVRTC), which has led the memorandum’s work since its signing in 2023, formally handed over the leadership of the memorandum to LKIKC. Over the course of three years, LVRTC has coordinated the work of 14 partners across 12 meetings and events, building a unified and coordinated exchange of information and experience among the experts and organisations involved in Latvia’s quantum field.

The handover of the memorandum’s coordination is a logical next step in the development of Latvia’s quantum sector. On 10 September this year, the University of Latvia opened LKIKC – a national-level centre established to implement Latvia’s quantum strategy and unite the sector’s forces into a single national ecosystem. With the centre taking over the memorandum’s leadership, the coordination of the quantum community is entrusted to an institution whose core mission is precisely the growth of this sector.

The 2026 closing meeting took place as the “Techritory” side event “Securing Tomorrow’s Digital Infrastructure: Quantum, Timing and Standards”, focusing on the role of digital security, precise timing and standards in modern infrastructure. In short presentations, experts examined Latvia’s role in quantum technology standardisation, including work within ETSI, the development of the quantum internet and open-access research infrastructure, and the importance of atomic clocks in resilient network timing – including in situations where satellite signals are disrupted. The event was opened and chaired by LKIKC Director Dr. Leo Trukšāns, and a speech was also given by Ieva Siliņa, Parliamentary Secretary of the Ministry of Education and Science. Presentations were delivered by representatives of Latvian Standard (LVS), Riga Technical University, LVRTC and the international company “Qubit IL”, and the meeting concluded with networking among the experts.

Europe has an ambitious quantum strategy – and Latvia’s in that picture, too

Quantum technologies represent the next technological revolution, with the potential to transform information technology, defense, medicine, and industry. Although these technologies are still in the development stage, their future importance is already clear – both economically and geopolitically.

A solution developed within the Latvian Quantum Technology Development Partnership has already reached end users

In cooperation between LLM Mikrotīkls (hereinafter – MikroTik) and SJSC Latvian State Radio and Television Center (hereinafter – LVRTC), innovative solutions have been developed that allow MikroTik devices to use quantum-secure data transmission. The latest versions of RouterOS (from 7.21beta2) already provide the ability to use encryption keys generated by quantum communication devices, thus making Internet connections secure against future threats that could be posed by quantum computers.

Latvian quantum technology development partnership expands

On October 24, the cybersecurity company Possible Security joins the group of partners in the memorandum on cooperation in the development of quantum technologies in Latvia. By confirming its desire and readiness to participate and cooperate in the development of quantum technologies and the sharing of knowledge, it has become the 14th partner in the memorandum.

6th meeting of the memorandum partners

The partners of the Memorandum “On the Development of Quantum Technologies in Latvia” gathered for their sixth meeting at the RTU Science and Innovation Centre on 18 June 2025.
During this meeting, the partners shared updates on their activities to date in the development of quantum technologies and outlined their future plans.
The agenda also included a presentation by a potential new partner of the Quantum Memorandum. Following this presentation, the current partners will decide by autumn whether to support the prospective partner’s accession.
The partners also discussed upcoming events at Techritory, which will take place on 22–23 October in Riga. LVRTC representatives will participate in this event to provide updates on quantum technology developments and deliver engaging demonstrations.

5th meeting of the memorandum partners

On Friday, 25 April, the partners of the Memorandum on Developing Quantum Technologies in Latvia met to share the latest results in innovation and quantum technology projects in Latvia.
Leo Trukšāns, LVRTC’s lead quantum key distribution engineer, presented the latest developments in the Latvian quantum communication network LatQN to the memorandum partners.
Representatives of the Quantum Initiative project shared the opportunity to participate in other quantum activities in Europe.
We received an assurance from the Ministries involved in the Memorandum to further support the development of all three main directions of quantum technologies in Latvia: quantum computing, communications, and sensors.
