Latvian quantum technology development partnership expands

On October 24, the cybersecurity company Possible Security joins the group of partners in the memorandum on cooperation in the development of quantum technologies in Latvia. By confirming its desire and readiness to participate and cooperate in the development of quantum technologies and the sharing of knowledge, it has become the 14th partner in the memorandum.

In the fall of 2023, on the initiative of the Latvian State Radio and Television Center (LVRTC), a memorandum of cooperation and understanding was prepared and signed by various state administration institutions, scientific institutions, private companies, as well as IT industry leaders to promote joint action and cooperation in the development and implementation of quantum technologies in Latvia.

The aim of the memorandum is to promote the development of quantum technologies and interdisciplinary cooperation, which can significantly improve the exchange of information and the implementation of joint development projects.

“The fall of 2025 has been productive for the Quantum Memorandum partnership—the circle of memorandum partners is expanding, and existing partners have collaborated to develop solutions that have already reached end users,” emphasizes LVRTC board member Evijs Taube.

“One of the main driving forces behind quantum technology is its potential in cybersecurity, including the theoretical unbreakability of quantum communication. I am delighted that our team has joined the circle of memorandum partners, because the time has come to test the theory in practice,” says Kirils Solovjovs, head of Possible Security, with enthusiastic impatience.

The development of quantum technology in Latvia has significant growth and innovation potential. Latvia is becoming a regional center for quantum technology research and development, so expanding the circle of memorandum partners, as well as the initiatives and cooperation implemented between the partners, is an important step towards a common understanding and sustainable cooperation between all parties involved, the exchange of knowledge and experience, and the testing of technologies in industries.

“The potential for cooperation between the partners to the memorandum is growing, strengthening the development of quantum technology in Latvia and laying the foundation for secure and innovative solutions in the future. The addition of each new member to the memorandum can complement existing cooperation with new empirical experience and resources that will contribute to both the creation of practical applications and the exchange of information on the implementation of quantum technologies, challenges, and issues,” emphasized the memorandum partners at today’s joint event.

About the Memorandum of Understanding on the Development of Quantum Technology in Latvia: experts, scientists, ICT industry representatives, and policymakers signed the memorandum on October 19, 2023, in Riga, during the international forum “5G Techritory.” Currently, 11 cooperation partners have joined the memorandum. The memorandum aims to promote Latvia’s international competitiveness in the field of quantum technologies, including (1) developing local expertise and innovation; (2) creating, developing, and jointly using a testing environment for technological solutions; (3) supporting the creation, adaptation, and coordinated development of innovative solutions in quantum technology; (4) promoting cooperation between the academic sector and industry to stimulate knowledge transfer in the Latvian economy; (5) organizing joint meetings several times a year to discuss existing initiatives, current projects, and the status of joint work in the development of quantum technologies. The memorandum on cooperation in the development of quantum technologies in Latvia has so far been signed by the State Joint Stock Company Latvian State Radio and Television Center, the State Joint Stock Company “Electronic Communications”, the University of Latvia, the Institute of Solid State Physics of the University of Latvia, Riga Technical University, LLC LMT, LLC Tet, LLC Mikrotīkls, the Ministry of Transport, the Ministry of Defense, the Ministry of Environmental Protection and Regional Development, the Ministry of Foreign Affairs, the Institute of Electronics and Computer Science, and LLM I (Possible Security).
