Broadband project - modern opportunities for the people in the regions!
Within the scope of the project, the LVRTC constructs the middle mile infrastructure, which is further available to any merchant of electronic communications concerned, which may further provide end users with services such as, for example, the internet and cable television.
As the result of the study carried out by the Ministry of Transport by questioning local governments and electronic communication operators of the Republic of Latvia, 363 “white” areas were determined where development of optical network infrastructure is needed. The project is carried out in accordance with the provisions of national support programme No. SA. 33324 (2011./N) "The next generation networks in rural areas" (09.11.2011 European Commission Decision No. C (2011)7699).
State aid programme is divided into two stages:
Within the first stage the project "Development of the next-generation electric communications network in rural areas" (No 09.11.2011 European Commission Decision Nr. C (2011) 7699.) has been implemented, which has been completed on 31 August 2015 and has resulted in construction of 177 access points and 1813 km optical cable route embedded.
The second stage - project "Improvement of accessibility of electronic communications infrastructure in rural areas" No. 184.108.40.206/16/I/001 - was launched in July 2016. In the course of it building of at least 220 access points has been intended in the 'white' areas.
Priority of ‘white” areas is determined, taking into account the following criteria:
The choice of ‘white” areas was also influenced by geographic location of these areas and the planned access points. For example, to construct access points with higher priority in the “white” territory, one have to cross the ‘white” territory of a lower priority, wherewith in this case, the access point is intended to be built also in this ‘white” territory.
In addition to these criteria the principle of sustainable development of territories is also taken into account.
In order to achieve a balanced development of the territories of the Republic of Latvia, the establishment of the connection points must comply with the criterion that in each planning region the proportion of the planned investments as a percentage of the total planned investments for construction of the access points and the optical cables must be as follows:
Within the first stage of the project the construction work was carried out in the territories of 50 municipalities of the Republic of Latvia. Specific addresses of the access points will be coordinated with the local governments, when developing technical designs for construction of the access points.

The built network infrastructure is available for all the merchants of electronic communications on equal and non-discriminatory terms and conditions, subject to compliance with the principles of open optical network and the principle of technological neutrality in the access points, providing an opportunity to build their own optical transmission in any network access point for at least 5 (five) merchants of electronic communications.
