css=&#8221;&#8221;][\/vc_column][vc_column width=&#8221;1\/2&#8243;][vc_single_image image=&#8221;32883&#8243; img_size=&#8221;300&#215;159&#8243; alignment=&#8221;center&#8221; css=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\n<h3>General Objective of the Project<\/h3>\n<p>To equip Latvia\u2019s and simultaneously the European Union\u2019s external road border crossing points with efficient vehicle traffic management;<\/p>\n<p>To implement a prior electronic application system (queue reservation) for border crossing and to ensure the mutual integration of technical equipment and information systems.<\/p>\n<h3>LVRTC will be responsible for:<\/h3>\n<ul>\n<li>Development and implementation of the electronic queue reservation information system and e-service website;<\/li>\n<li>Construction of the power supply infrastructure (including the installation of power supply connections);<\/li>\n<li>Establishment of the optical cable network infrastructure (including optical cable connections);<\/li>\n<li>Installation of data transmission infrastructure;<\/li>\n<li><span class=\"EOP SCXW198002459 BCX8\" data-ccp-props=\"{}\">Installation of video surveillance equipment (ANPR). <\/span><\/li>\n<\/ul>\n<h3>RTA will be responsible for:<\/h3>\n<ul>\n<li>Execution of the functions of the controller of the \u201cElectronic Queue Reservation System\u201d (ERRS) information system;<\/li>\n<li>Implementation of information campaigns related to the development of the e-service for prior registration and queue progress monitoring for crossing Latvia\u2019s external border.<\/li>\n<\/ul>\n<p>The technological solution will ensure comprehensive capabilities and functionalities for the registration and management of queues at the road border crossing points of the national external border.<\/p>\n<h3>Benefits from the Implementation of the Project<\/h3>\n<p><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">The implementation of the project is essential for enhancing national security. The introduction of the technological solution will reduce security risks by preventing the uncontrolled and unmanaged long-term accumulation of vehicles in the border zone prior to the border crossing points, which is considered a potential threat to both traffic safety and national security. <\/span><\/p>\n<h3>The technological solution will enable<\/h3>\n<ul>\n<li>Plan freight transport more efficiently by reducing the financial burden on carriers, which currently arises from spending days in the border zone waiting for an opportunity to cross the border;<\/li>\n<li>Ensure a balanced crossing of the external border, for example for passenger transport and local traffic, which will enhance road safety in the areas leading up to the border crossing points;<\/li>\n<li>Help ensure the arrival of an appropriate number of vehicles at the border crossing points (BCPs), in line with the capacity of the responsible authorities.<\/li>\n<\/ul>\n<p>The project will also have a positive environmental impact, as reducing the idling of freight vehicles waiting in queues will result in lower CO\u2082 emissions.<\/p>\n<p>The project will establish a high-speed and resilient communication infrastructure near the border crossing points, which will serve as a technological foundation for future digitalisation and automation solutions.[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\n<h3>Current affairs of the project<\/h3>\n<p><strong data-start=\"29\" data-end=\"85\">Project Implementation Progress (until 30 June 2025)<\/strong><\/p>\n<ul>\n<li>10 May 2025: A negotiated procedure for price inquiry titled \u201cDesign and Construction Works for Optical and Power Supply Network Infrastructure\u201d was published. The first stage of the procurement was completed on 12 June 2025, and the evaluation of applications is underway.<\/li>\n<li>12 December 2024: A price inquiry titled \u201cProcurement of a Fast Solution for the Smart Border E-Queue\u201d was published.
