Information on the results of competition for the appointment of members to the Board of the Latvia State Radio and Television Centre

Decision of the LVRTC Council on Appointment of a Member of the Board

Selection of new members for the Board of the Latvia State Radio and Television Center (hereinafter, the LVRTC) was organised pursuant to Section 31 of the Law on Governance of Capital Shares of a Public Person and Capital Companies and Cabinet Regulation No. 20 ‘Procedure for nominating Board Members and a Board Chairperson in companies with shares owned by the state or derived public persons’ of 7 January 2020 (hereinafter, CM Regulation No. 20). A nomination commission consisting of the following members was set up by 9 February 2022 LVRTC Council Order ‘On selecting Board candidates for the Latvia Radio and Television Centre’ (hereinafter, the Nomination Commission):

  • A. Greitāns, Head of the Commission, Chairman of the Council of the Latvia Radio and Television Centre;
  • N. Feierbergs, Member of the Commission, Member of the Council of the Latvia Radio and Television Centre;
  • J. Leimanis, Member of the Commission, Member of the Council of the Latvia Radio and Television Centre;
  • Ģ. Ozols, Member of the Commission, Chairman of the Board of the Latvia Radio and Television Centre;
  • I. Grīnberga, Member of the Commission, legal counsel, Company Management Division, Cross-Sectoral Coordination Centre;
  • A. Grafs, independent expert, Vice President of the Baltic Institute of Corporate Governance.

To ensure a professional selection and assessment process of the nominees, the HR selection company SIA Eiro Personāls was involved.

10 applications were received during the published competition for the selection of a Board Member with financial competences, and 22 applications for the selection of a Board member with ICT competences. The competition had four stages. The Nomination Commission assessed all candidates according to the assessment criteria approved during 4 March meeting of the Nomination Commission.

During the first round and according to the assessment of the invited HR selection company, the Nomination Commission assessed the compliance of candidates with the requirements by relying on the documents submitted by the candidates (education, professional experience, knowledge of languages).

During the second stage, the Nomination Commission put forward six Board Member candidates with financial competences, and seven Board Member candidates with ICT competences, i.e. the candidates that received most points.

During the second stage, in-depth review and analysis of information submitted by the candidates took place after an interview with all candidates carried out by the HR selection company.

Having received the assessment of the HR selection adviser, the Nomination Commission provided its evaluation of compliance of the candidates with the applicable requirements, and offered five Board Member candidates with financial competences and four Board Member candidates with ICT competences for the third stage, i.e. the candidates that received most points during the first two stages.

During the third stage, the Nomination Commission organized partially structured interviews with candidates. The candidates presented their strategic vision on the main future challenges of LVRTC to the Nomination Commission, and provided a review of the most important priorities and proposals for their implementation, as well as possible solutions for continued operation of the company with limited resources.

During the presentation, the Nomination Commission assessed the strategic vision/presentations submitted by the candidates, as well as their knowledge and compliance with criteria applicable to Board Member candidates and the description of requirements for professional experience.

Having assessed the candidates against the applicable assessment criteria, the Nomination Commission proposed two Board Member candidates with financial competences for the fourth stage. Furthermore, the Nomination Commission also proposed two Board Member candidates with ICT competences: the candidates that received most points during the first three stages.

During the fourth round, the HR selection company performed an in-depth assessment of candidates by evaluating their management competences and applying the same competence assessment methods to all of them: a competence interview and the Profile XT test. Members of the Nomination Commission assessed the approved Board Member candidates to determine their compliance with the description of required competence requirements.

Having summarized assessments of candidates from all four stages of the competition, the Nomination Commission made a decision to put forward two candidates for each Board Member vacancy for their consideration by LVRTC Council; the candidates were indicated in the order of the number of points they had received during all selection rounds.

The Nomination Commission completed its task when a final decision was made on the results of the competition, and a proposal was prepared and submitted to LVRTC Council.
